Other countries have and are conducting work on hydrogen peroxide devices: Swedish torpedoes. Blue Origin appears to be using hydrogen peroxide devices and Lawrence Livermore Labs is involved in hydrogen peroxide kinetic weapons. In addition some US universities are also using hydrogen peroxide devices: Purdue, Berkeley
